Detailed description of the practice
Description of the practice: 
Town of Voru, located in South of Estonia. Number of inhabitants is 13,890. Võru town is generally heated by district heating system, which is managed and operated by municipal heating company AS Võru Soojus. The Company is owned 100% by municiplity. The heating system consists of 23 km long grid and 4 boiler plants. Heat production is 55,000 MWh per year and 92% of heat comes from biomass, mainly woodchips. The heating network supplies heat and hot water to 256 bulidings. 75% of inhabitants are living in town. The main boiler plant has two boilers with capacity of 10 MW and 7 MW. Total capacity is 30 MW. Heat production is 1,800 MWh per year and 92% of heat comes from biomass (woodchips). Since 2005 they produce heat only from biomass.
Evaluation
Possible demonstrated results: 
Võru town uses more than 92% of renewables in production of heat energy. The price for heat energy is one of the lowest in the region. By using biomass in district heating, they avoid every year around 13,000 tons emission of CO2.
