Detailed description of the practice
Description of the practice: 
Borough of Vastseliina is located in the South of Estonia. Vastseliina is the main town in the rural municipality of Vastseliina. They have 718 inhabitants in borough and 2,123 in municipality.The central part of town is heated by district heating system, which is managed and operated by municipal heating company VAKS OÜ. The company is owned 100% by the municipality. District heating grid is 2 km long and it has 1 central boiler plant with installed capacity of 1.5 MW. Heat production is 1,800 MWh per year and 98% of heat comes from biomass, mainly woodchips and sawdust. Sawdust comes from local woodprocessing enterprises. The number of customers is ca 300 inhabitants and five public sector and commercial buildings.
Evaluation
Possible demonstrated results: 
In Vastseliina municipality almost 95% of heat energy comes from biomass. By using biomass in district heating, they avoid around 450 tons emission of CO2 per year.
Lessons learnt from the practice: 
The company produces heat and hot water for customers (even in summertime). The company has good cooperation with fuel production company. Important aspects are quality of fuel and timing of woodchips supply.
